Easbound Powers, the central character in the strangely compelling new HBO series “Eastbound & Down” (9:30 p.m. Sunday, HBO; three stars), is a down-on-his-luck pitcher whose glory days in the Major League are well behind him. He’s back in his hometown and reluctantly working as a P.E. teacher. And much to their chagrin, he’s bunking with his long-suffering brother and his wife, who can’t wait to rid their home of Kenny’s anarchic, foul-mouthed presence.
